A CONCEPT OF INTELLECTUAL-INFORMATION RESOURCE
AS A STRATEGY OF PROGRESS

In increasing requirements of human being and the economy transition to the intensive way resulted in the appearance of informational technique (computers), that became a technical base for a new science - informatics. One of the informatics peculiarities is the following its base consists of the intellectual-information resource (IIR) that in contrast to material resources (raw materials and energy) possesses many positive features: economical, social, cultural, etc. If, planning the control of future, we lean upon the concept of IIR, we shall be able to propose a new way of thinking, new economics, new politics and new ethics.
For successful solution of the problem it's necessary to solve a number of paramount problems:
- to determine the concept of IIR ("information") in philosophical, technical and humanitarian aspects;
- to work out effective technical means for large-scale volumes of information storage and access;
- to work out an effective "man-machine" interface (from a human being point of view);
- to work out non-traditional means of data processing - neurocomputers (computers of the 6th generation);
- to propose an effective infrastructure for IIR development - "Informograd" (technopolis).
Our team proposed a new method of information storage and access, which efficiency increases with the growth of the volume of stored information, beginning with one gigabyte this method will be more preferable in commercial aspect. A method of data processing, based upon the computer learning (not the algoritmization) is worked out in theory. We worked out a social-economical concept of society development, based upon IIR. All our words may be maintained by theoretical and experimental materials. We hope that our works will be a positive contribution in the mankind development on the way of progress.
